Evidence to keep

  • Competence of the overseerCompetence requirements per AI role
  • Competence of the overseerTraining, qualification and experience records
  • Competence of the overseerAn evaluation of the effectiveness of the competence actions

Questions before you sign

  • What must an overseer be able to do before they are authorised?
  • How was that ability tested?
  • Does the record cover contractors and third-party operators?

The requirement, in our words

Determine the competence needed by people whose work affects AI performance, make sure they are competent through education, training or experience, act to close gaps, and evaluate whether the action worked. Keep documented evidence.

What it means for human oversight

An overseer needs to understand the system's limits, the decision context, the override procedure and the signs of automation bias. Training attendance is not competence; the evaluation of the training is.

How to evidence it

Attach the artefacts above to the Competence of the overseer row with the system name, the owner and the date. The first one is the anchor: Competence requirements per AI role. The OH-08 file is complete when the named person can produce that artefact and explain the decision it records, without asking someone else where it is.

The reviewer will sample one live decision and ask for Training, qualification and experience records. If that artefact for OH-08 cannot be produced, the row is a gap, whatever the policy says.

OH-08 carries 3 evidence items and 2 common gaps. For competence of the overseer, observe one live decision rather than reading the procedure, because the question is whether the person can use the control without asking permission. The OH-08 statement above is ours, written from ISO/IEC 42001:2023, 7.2, not a reproduction of the licensed text.

Common gaps

  • Training delivered but effectiveness never evaluated
  • Competence defined for developers only, not for oversight or procurement
Where the FDIS fits. The public abstract says the draft applies to all types of organizations across the AI system life cycle, so competence of the overseer is one of the places the guidance is expected to operate. For OH-08, the FDIS clause numbering and wording are not public, so this page cites ISO/IEC 42001:2023, 7.2 above and does not quote the draft.
